Description of the position
The Secretariat of the Eastern Partnership Civil Society Forum (EaP CSF) is accepting applications for the position of Finance and Procurement Assistant, who will be responsible for the financial management of a large EU-funded project, which includes a sizeable Financial Support to Third Parties (FSTP) component. The role will be based in Brussels, Belgium.
Specific duties of the Finance and Procurement Assistant
Financial responsibility within the project:
- Liaising with the Financial Officer and with the project finance team; offering support to finance team on financial issues and practices; ensuring financial compliance with EU regulations;
- Supporting the Financial Officer to monitor project partners’ costs;
- Reviewing partners’ financial reports to assess the accuracy of presentation and compliance with the project’s guidelines; working with partners on clarifications of documentation;
- Maintaining appropriate supporting documents to justify all project costs in a centralised electronic filing system;
- Assisting with maintaining the existing project monitoring trackers;
- Processing limited number of invoices from the service providers and consultants;
- Supporting the Financial Officer and Chief Financial Officer (CFO) during audits and donor reporting;
- Supporting with other tasks delegated by the CFO and Financial Officer.
Procurement responsibility within the project:
- Participating in procurement procedures of the project; assisting with calls for tenders, includind establishing tender files, drafting related documentation, supporting in the assessment stage;
- Developing the drafts of contractual documentation for the service providers and consultants;
- Reviewing the procurement documentation of the partners;
- Regularly keeping up to date with the EU procurement rules.
The Finance and Procurement Assistant reports to the CFO and Financial Officer.
Required Skills and Experience
- Bachelor’s degree in Finance, International Management, Business Administration, International Affairs or other related field;
- Knowledge of EU financial and procurement requirements and regulations;
- Knowledge of administering Financial Support to Third Parties (FSTP);
- Proficient in using Microsoft 365, especially Excel skills;
- Ability to establish priorities, work within tight timelines and multi-task;
- Ability to function effectively in a geographically dispersed team;
- Ability to exercise the highest level of discretion and confidentiality in carrying out the duties;
- Sound coordination, administrative, networking, and collaborative skills;
- Excellent knowledge of English. Knowledge of Russian or Ukrainian is considered a strong asset.
Desirable Skills and Experience
- Knowledge and interest in the countries of the EU’s Eastern Partnership;
- Experience working in countries with restrictive environment for civil society;
- Experience in setting up procedures and regulations in a project.
