Job title: Expert for Cyber Security Policy

Location: EU, preferably Vilnius (Lithuania) or Warsaw (Poland)

Type of contract: Contract for Consultancy Service between 1st September 2025 and 14 July 2026

Contracting authority: The Secretariat of the Eastern Partnership Civil Society Forum (EaP CSF)

The Eastern Partnership Civil Society Forum (EaP CSF) is a unique multi-layered regional civil society platform aimed at promoting European integration, facilitating reforms and democratic transformations in the six Eastern Partnership countries – Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. Serving as the civil society and people-to-people dimension of the Eastern Partnership, the EaP CSF strives to strengthen civil society in the region and boost pluralism in public discourse and policymaking by promoting participatory democracy and fundamental freedoms.

The Project

The 30-month large EU-funded project has been implemented by a consortium of organizations coordinated by the Secretariat of the EaP CSF. The main objective of the project is to improve the capacity and situation of civil society organisations.

Scope of Work

The Consultant will be responsible for delivering the tasks of developing and implementing the project cyber security policy and guidelines as well as providing any related ad hoc assistance. The special requirements for the Consultant will be ensuring the confidentiality, adhering to data protection policies and procedures, as well as maintaining the proactive approach by identifying and addressing any issues.

Timing and deliverables

Deliverables include providing the services as per the Scope of Work, mainly developing information security policies and guidelines for Civil Society Organisations, adjustable to new risks by 31 October 2025. The information security policies and guidelines will need to be tailored to three different target groups: (1) potential grant applicants, (2) grantees and (3) staff operating in the project. The Consultant might be required to work outside of regular working hours in case of emergency.

The Consultant will be required to prepare the monthly progress reports to the Project Manager and the Finance Manager of the EaP CSF Secretariat on key milestones and bottlenecks.

Required Skills and Experience

The Consultant should possess the following qualifications and experience:

  • Expertise in cyber security measures and practices;
  • Demonstrated history of work with network security protocols and tools;
  • Strong knowledge of the latest cybersecurity threats and trends;
  • Experience with implementing and maintaining cyber security policies;
  • Excellent troubleshooting skills for software, hardware, and connectivity issues, challenging IT problems;
  • Proven experience with the cyber security and IT projects managed from start to finish will be considered as an asset;
  • Commitment to maintaining confidentiality;
  • Ability to work independently and manage time effectively as well as ability to work as part of a team;
  • Ability to explain crucial aspects to non-specialists;
  • Ability to meet deadlines and deliver quality work;
  • Analytical thinking and a logical approach to problem solving;
  • Knowledge of English language; knowledge of any Slavic language will be considered as an asset.
