We, the Eastern Partnership Civil Society Forum and its Moldovan National Platform welcome the outcome of the parliamentary elections in the Republic of Moldova. The victory of the pro-European party reaffirms the country’s commitment to EU integration, represents a broader win for Europe as a whole, and reconfirms the outcome of last year’s referendum.
Moldovan citizens have chosen democracy, freedom, and transformation through reforms. This result ensures that Moldova remains on its path towards EU accession and moves further away from Russia’s geopolitical influence.
The parliamentary outcome follows the 2024 presidential elections, which were marked by unprecedented Russian interference through vote-buying, disinformation, and anti-EU rhetoric. Similar interference continued during the parliamentary elections. However, the Moldovan people, including representatives of the diaspora, have once again demonstrated their resistance to external attempts to undermine their future and their willingness to defend democracy.
Civil society and independent media played a decisive role in this process: monitoring the elections, informing citizens, exposing disinformation, and upholding democratic principles. Their efforts were vital in ensuring voters had access to reliable information and that the electoral process remained transparent and credible.
In light of these results, we call on the Moldovan authorities to:
- Build on the reforms already underway by sustaining momentum, deepening their scope, and accelerating implementation to secure Moldova’s future in the EU;
- Continue to strengthen and expand the meaningful participation of civil society in policymaking and EU-related reforms;
- Engage the people that remain vulnerable to Russian propaganda, through inclusive dialogue, outreach, and trust-building measures.
We also call on the EU institutions to:
- Open Cluster 1 on the fundamentals by the end of the year, recognising Moldova’s reform progress and anchoring its well-deserved place in the EU accession process;
- Continue supporting Moldova’s EU aspirations by tying financial assistance to clear, measurable progress in priority reforms, such as judicial independence, anti-corruption measures, public administration modernisation, and strengthening democratic institutions;
- Leverage existing EU-Moldova cooperation frameworks to fast-track these reforms, boost economic growth, improve public services, and reinforce democratic resilience across society.
Moldova’s future is in the European Union. Civil society will continue to play a vital role in advancing reforms, holding institutions accountable, and amplifying citizens’ voices. We reaffirm our commitment to supporting Moldovan civil society in safeguarding the country’s European trajectory and strengthening democracy for the long term.
