The Secretariat of the Steering Committee of the Eastern Partnership Civil Society Forum (EaP CSF) is looking for an Advocacy and EaP Index Manager (maternity leave cover).

Description of the role
The role of the EaP CSF Advocacy and EaP Index Manager is two-folded and entails project management and advocacy responsibilities in relation with the production and promotion of the Eastern Partnership Index, as well as advocacy priorities of the EaP CSF.
This role is perfect for professionals with an advocacy and project management background, solid knowledge of the Eastern Partnership policy, excellent understanding of the internal dynamics of each EaP country (Armenia, Azerbaijan, Belarus, Georgia, the Republic of Moldova and Ukraine) and their relations with the European Union. Skills in data analysis for policy making and data visualisation are also essential for this role.
Profile of the candidate
The Advocacy and EaP Index Manager:
- Has a good understanding of the workings of the European Union, bilateral and multi-lateral tracks of the Eastern Partnership, and civil society involvement in the Eastern Partnership and EU enlargement policies;
- Has a master’s degree in European studies, International Relations, Political Science, or any other related field;
- Has an advanced command of English; knowledge of any other language from the EaP region is an advantage;
- Has a good level of proficiency in Excel, and has proven data analysis and visualisation experience (ideally with PowerBI);
- Has extensive project management experience, particularly in the field of research management, and is able to coordinate large teams of experts across multiple countries;
- Has the capacity to work independently, with minimal supervision;
- Is able to meet deadlines while maintaining a high level of attention to details;
Main responsibilities
EaP Index 2025 management (50%)
- Oversees the elaboration of the EaP Index 2025 edition and ensure its timely publication by mid-June 2025, following the timeline provided by the EaP CSF Secretariat;
- Following data collection (taking place between October-December 2024), participates and co-leads the data verification process done via focus groups (February 2025);
- Oversees the process of finalising thematic and country scoring based on data collection and data verification processes; ensures the delivery of quantitative and qualitative data and narrative assessment of sectoral reports;
- Oversees the narrative writing process for each chapter of the Index, in close collaboration with experts and the EaP Index Executive Editor, providing guidance to ensure that recommendations follow EaP CSF’s main advocacy messages;
- Liaises with peer-reviewers and third-party service providers to ensure a timely and qualitative delivery of their services;
- In close collaboration with the Secretariat’s Communication team, coordinates the design and layout of the EaP CSF Index report providing the necessary round of feedbacks, and of any communications materials stemming from the publication of the report;
- Leads the advocacy and dissemination efforts in cooperation with the EaP CSF Secretariat (e.g. formulates a tailored advocacy plan, develops concept note of events, including the launch event to take place in Brussels by mid-June 2025, invitation to speakers, briefings and overall smooth implementation of EaP Index-related advocacy events);
- Contributes to at least 5 media materials on the EaP Index published by the EaP CSF Secretariat (i.e. press release, op-ed(s), interview(s));
- Contributes to the fundraising efforts of the EaP CSF Secretariat on the EaP Index 2025 and the advocacy activities planned following its publication;
EaP CSF Advocacy (30%)
- Co-leads the advocacy team of the EaP CSF Secretariat ensuring the timely implementation of the Advocacy Strategy and Annual Plan;
- Oversees the advocacy efforts of the EaP CSF in close coordination with the Steering Committee and the National Platforms;
- Drafts statements, articles, policy briefs, advocacy letters and other documents as required by the evolving advocacy needs stemming from the EaP region;
- Serves as the EaP CSF team lead for the Horizon Europe project “Rethinking and Reshaping the EU’s democracy support in its Eastern and Southern Neighbourhoods” (SHAPEDEM-EU);
- Contributes to the preparation of the 2nd EaP CSF Summit (to be held in autumn 2025);
Support and management of Working Group 2 Economic Integration and Convergence with EU policies (15%)
- Works in coordination with EaP CSF Working Group 2 (WG2) coordinators to support the management of the group of WG2 delegates and members;
- Oversees the elaboration of WG2 policy paper and the dissemination of its insights and recommendations;
- Manages the implementation of the WG2 work plan 2025, including the organisation of 2 knowledge-sharing sessions (February – June 2025) and online WG2 meeting of delegates (spring 2025);
- Manages the procedure of selection of EaP CSF WG2 representatives to official EaP meetings;
Other tasks (5%)
- Reporting;
- Any other duties assigned or required;

We aim at promoting European integration, facilitating reforms and democratic transformations in the six EaP countries. EaP CSF is a non-profit, non-government, non-partisan civil society organisation with its headquarters in Brussels.
The Secretariat of EaP CSF serves as an information, coordination and expertise hub for the participants of the Forum, the bodies of the Forum, and stakeholders in Brussels and Eastern Partnership countries. It works to support the activities of the Steering Committee and enhance the advocacy and visibility of the Forum.
