Call for proposals to build the EaP CSF Academy

The Eastern Partnership Civil Society Forum (EaP CSF) is opening a call for proposal to develop the EaP CSF Academy.  

The overall objective is to further develop the capacities of EaP CSF member civil society organisations. These include the EaP CSF National Platforms, civil society organisations working on the five EaP thematic sectors or on other cross-cutting issues and emerging political issues that may have an impact on the EaP.   

Please note this call for proposals is only open to EaP CSF member organisations.

Kindly note that as per the EaP CSF Statute and Code of Ethical Conduct, Steering Committee members, Working Group Coordinators, and Compliance Committee members and the organisations they are representing, cannot apply under this call due to a conflict of interest.

EaP CSF Academy objectives 

  • Support sustainability and resilience: to enhance the technical and soft skills of the EaP CSF Members – both from the EaP and the EU; 
  • Bolster a culture of continuous learning and development of EaP CSF Members; 
  • Improve the operational efficiency and strategic effectiveness of EaP CSF Members, improve their governance, management and operational framework; 
  • Enhance strategic planning and financial management skills; 
  • Promote policy and advocacy, enabling EaP CSF Members to better advocate their causes, become agenda setters not followers, better engage with stakeholders; equipping members with skills and tools to influence public policy and engage in advocacy effectively, training them in communication strategies and public relations.  

Examples of trainings 

  • Project management: training on project design, implementation, monitoring, evaluation, gender-sensitive project design; 
  • Financial management: seminars on budgeting, accounting, and financial reporting 
  • Leadership and governance: workshops on effective leadership, including women leadership, board development and internal governance structure; 
  • Policy and Advocacy: webinars on policy analysis and research, training on lobbying, campaign and coalition-building on local, national and the EaP level, coalition on EU enlargement; 
  • Digital skills: digital literacy for management, cybersecurity to protect organisational data especially in restrictive environments; 
  • Gender: as a cross-cutting element.  

Re-granting conditions 

The overall indicative amount made available is 50,000.00 EUR. This will be awarded as one grant. The beneficiary reserves the right not to award all available funds.The re-grant shall take the forms of reimbursement of costs. A minimum 5% of co-financing of the total costs will be requested. Co-financing means that the grant beneficiary has to co-finance part of the cost of the action.

About EaP CSF  

Since its setup in 2009, the Eastern Partnership Civil Society Forum (EaP CSF) has asserted itself as a key stakeholder in the implementation of the EaP policy, reflecting a unique model of self-organisation of civil society at the regional level. The EaP CSF brings together CSOs from the six Eastern Partnership (EaP) countries (Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine) and EU-based CSOs active in the EaP region, providing a platform for experience-sharing and partnership building. The EaP CSF works to make the Eastern Neighbourhood a democratic, prosperous and peaceful region committed to European values and standards, where civil society is an integral part of democratic governance, an active participant in democratic reforms and a source of learning on democratic transition in the wider region. The EaP CSF ensures effective participation of the civil society of the Eastern Partnership and the EU in the process of planning, monitoring and implementing the Eastern Partnership policy in constructive dialogue with the EU and EaP decision-makers, in the direction of the democratic transformation and European integration of the partner states. 

How to apply 

The deadline for submission is 10 November 2024, 23:59 CET. 

In order to be eligible, the applicant must be: 

  • A legal person and   
  • A member of the EaP CSF and   
  • Be directly responsible for the preparation and management of the action, not acting as an intermediary.
