Our Structure

General Assembly

The General Assembly (GA) is the main decision-making body of EaP CSF. The GA also exercises deliberative, representative, and elective functions in accordance with the Articles of the Association and the Statute of the Forum. Comprising all the current delegates of the Forum, the GA convenes once a year during the EaP CSF Annual Assembly. The event serves as a space for thematic policy dialogue with stakeholders, adoption of resolutions, development of work plans and Forum’s input in EaP events such as EaP Platforms and panels, annual reporting and discussions of the internal matters. 

Steering Committee

The EaP CSF Steering Committee is the second highest decision-making body of the Forum. It consists of 13 members with a mandate from civil society organisations from both the EaP countries and EU member states. They have a two-year mandate and meet several times a year to discuss and decide on key matters at stake, guide the activities of the Forum and provide strategic oversight. From its members, the Steering Committee elects two co-chairs, who convene and chair the meetings of the Steering Committee, facilitate communication and decision-making processes.

Secretariat

The Secretariat is an executive body that reports to the Steering Committee. On a daily basis it works to support the activities of the Steering Committee and the Forum in general and serves as the EaP CSF information, coordination and expertise hub for stakeholders in the EU and in the EaP countries. It liaises with the European Commission, the European External Action Service, other EU institutions and Brussels-based organisations on behalf of the Forum. The Secretariat ensures greater visibility of the activities of the Forum, its National Platforms and Working Groups and increased contribution of civil society to the reform process in the EaP region. 

National Platforms

National Platforms are platforms of civil society organisations from a single country, facilitating the achievement of the goals of the EaP policy in each of the EaP countries. The Forum has six platforms – one per EaP country – which work to ensure the active involvement of each partner-country’s civil society in the reform process. The NPs are stakeholders in the policy dialogue within their respective countries.

Working Groups

The EaP CSF Working Groups play a central role in the daily work of the Eastern Partnership Civil Society Forum. They are the primary platform through which EaP CSF members collaborate with each other and formulate Civil Society priorities on their respective policy area. We have 5 working groups, following the thematic priorities of the EaP architecture. Only EaP CSF members can join the working groups.  

Compliance Committee

The Compliance Committee (CC) is an independent body of the Eastern Partnership Civil Society Forum (EaP CSF) that reports to the General Assembly – and provides a mechanism to ensure balanced division of power, accountability and resolutions for dispute situations. The Compliance Committee serves as the contact point for addressing complaints and disagreements.
