Eastern Partnership Index and Membership Manager


The Secretariat of the Eastern Partnership Civil Society Forum (EaP CSF) is looking for an Eastern Partnership Index and Membership Manager who will focus on coordinating the process of development of the annual publication of the Eastern Partnership Index and the EaP CSF membership development.  The person will report to the Director of the Secretariat and will be closely working with the whole Secretariat team contributing to the general activities, as well as advocacy and communication from the perspective of the members’ engagement and linking the EaP Index to other activities of the EaP CSF.

The key responsibilities of the EaP Index and Membership Manager:

Eastern Partnership Index
  • general coordination of the EaP Index
  • managing a realistic timetable for the production of the EaP Index
  • communication with Index experts, EaP CSF structures involved and donors
  • ensuring the Index in well-embedded into the EaP CSF structures
  • gathering the data, in particular the EU-related data
  • checking the scores generated by the formulas and general consistency of the findings
  • contributing to the text of the publication
  • administration of the webpage and printing of the publication
  • organisation of the Index-related advocacy in Brussels and EaP countries and representing the project at events
  • managing contracts and budgets
  • fund-raising for the project
  • supporting linkages between EaP CSF structures and developing Forum’s membership
  • elaborating and implementing the membership strategy of the EaP CSF
  • together with Working Group Coordinators coordinating the activities of the EaP CSF Working Groups, ensuring the consistent engagement of the WG members and identifying the needs for professional development and capacity building
  • ensuring the necessary regulations for the smooth operation of WGs and selection of the EaP CSF members are in place
  • Working with National Platforms’ and Working Groups’ Coordinators to ensure the annual work plans are in place and the quality annual reporting is provided
  • Administering the financial support to National Platforms based on the well-defined criteria
  • In cooperation with the Advocacy Manager increasing the advocacy potential of Working Groups
  • In cooperation with the Communication Manager optimising the internal information flows towards the EaP CSF participants and increasing their engagement
  • Identifying opportunities for synergies between the projects of the EaP CSF
  • building contacts with and outreaching to external stakeholders (EU institutions, NGOs, private organisations, national governments, etc.) when needed
  • developing concepts and draft agendas of events
  • other duties as required.
Candidate's profile


  • University degree in foreign affairs, international development, European studies, or another relevant discipline
  • Relevant experience in membership development, policy development, advocacy, data and project management
  • Excellent political judgment and understanding of political dynamics in the Eastern Partnership countries and European policies vis-à-vis EaP countries
  • Minimum 4 years of work experience at a membership NGO, think-tank, international organisation or donor agency
  • High quality communication skills, both verbal and written, including a very high standard of written and spoken English
  • Excellent analytical skills and ability to work with data
  • Excellent knowledge of Excel
  • Good knowledge of European institutions and funding instruments with regards to the EaP and ability to secure the needed data from the European Commission
  • Excellent organisational skills and attention to detail
  • Ability to deliver under pressure, maintaining both a highly organised level of accuracy and output; to plan work to ensure deadlines are met


  • Experience in drafting policy documents
  • Knowledge of Russian and/or any other language of the EaP countries

The Eastern Partnership Civil Society Forum (EaP CSF) was established in 2009 and aims to support Eastern European countries’ sustainable reform process with a view to accelerating their political association and economic integration with the EU. The Forum strengthens the diversity and plurality of public discourse and policymaking by holding governments and public authorities accountable to the commitments made in the joint declaration of the Prague Eastern Partnership summit, signed by the EU and the governments of the six Partner countries. The Secretariat of the Forum was registered in 2012 as an international non-profit organisation in Brussels, Belgium. The Secretariat serves as an information, coordination and expertise hub for the participants of the Forum, the bodies of the Forum, and stakeholders in Brussels and Eastern Partnership countries. It works to support the activities of the Steering Committee and enhance the advocacy and visibility of the Forum.
