Project duration: 8 months (April – November 2017)
Aim: to replicate in the three EaP countries, in a simplified form, a highly successful watchdog project undertaken in Romania by the EFOR experts, to examine to what extent the membership/candidate status in the Energy Community, Association Agreements and internalization in each of these countries have contributed to the design and establishment of well-functioning energy regulators.
Main output: a set of indicators (a simplified version of the indicators’ grid prepared and applied in Romania) on governance and performance of energy regulators for the implementation in Georgia, Moldova and Ukraine.
