The Belarusian Independent Bologna Committee (BIBC) and Ad Hoc Commission of Belarusian National Platform of the Eastern Partnership Civil Society Forum (BNP EaP CSF) released the 5th Monitoring Report of the Roadmap implementation for higher education reform in Belarus for the period February-May 2017.

This year is a crucial one, since it is the last year for implementing the Roadmap for Belarus’s Higher Education Reform and for the the Belarusian government to fulfil its obligations. Also, 15 May 2017 sets the 2-year mark since the Yerevan Ministerial Summit decided on Belarus’ accession to European Higher Education Area (EHEA) and the beginning of the implementation of the Roadmap for Belarus

However, judging by the current situation and provided that the proposed changes to the Education Code are approved by the Parliament, not more than 25-28 % of the Roadmap will be incorporated into the Belarusian legislation. For this reason, the analysis provided in the report shows that it would be advisable to extend the implementation period of the Roadmap for 2-3 years, while maintaining international control and support for the process during this time.

On top of that, the Ministry of Education of Belarus has not responded to the recommendations contained in the document “The Roadmap Provisions Incorporation into the New Education Code Edition”, a detailed analysis of the new Code edition in light of Belarus obligations towards the Roadmap implementation, conducted by the Belarusian Independent Bologna Committee and the Ad hoc Committee of the Belarusian National Platform of the EaP CSF.

In such an environment, the Monitoring Report presents the analysis of the implementation of the Roadmap provisions in view of the new Education Code edition.
