Arbitration Committee

The Arbitration Committee is an independent body of the Eastern Partnership Civil Society Forum (EaP CSF) that reports to the General Assembly and provides a mechanism to ensure balanced divisions of power, accountability and resolutions for dispute situations. The Arbitration Committee came into force after the adoption of Internal Reform (outlined in section 8), which was voted on in October 2018 and subsequently adopted, starting 1 November 2018.

Committee is responsible for the following functions:

  • Serving as a contact point for addressing complaints and disagreements inside EaP CSF, lodged externally or by any of its members
  • Responding to complaints related to EaP CSF procedures – the Delegate selection process, Re-granting scheme, National Platform operations, etc.
  • Making and confirming decisions on conflict situations, wherever there is a dispute
  • Monitoring and neutralising potential risks, and actual cases, of apparent conflicts of interest
  • Monitoring if the decisions of EaP CSF bodies – the Steering Committee, Secretariat, Re-granting Committee, National Platforms and Working Groups are in accordance with the EaP CSF statutes and regulations

Arbitration Committee consists of five members (two representing the EU and three EaP member organisations) who will elect their Chairperson by absolute majority for the period of its mandate of the duration of the cycle.

Its members represent the collective interest of the whole Forum, rather than a particular structure of the Forum – be it National Platform, Working Group or any other. For this reason, they are excluded from participating in other CSF bodies (the Steering Committee, Secretariat, National Platform boards, Working Group councils, etc.).
